After the digital vaccination record, the government is pursuing its strategy to fight the pandemic with a digital reminder record. In order to report any potential contact, people wishing to go to high-risk places will have to scan a QR Code to access the establishments.
With the relaxation of certain sanitary rules in force during the next phase, on June 9, restaurants and bars will be able to reopen without a gauge outdoors and a gauge of 50% and tables for a maximum of 6 people indoors. Sports halls should also be able to accommodate the public on this date. To do this, the Signal function of the TousAntiCovid application will allow everyone to be informed in the event of exposure to the virus.
This function reinforces the already existing contact tracing device. “This is a digital reminder book that all managers of places at risk [restaurants et autres] will have to offer to their customers ”, explains Coralie Giese, head of the TousAntiCovid project and attached to the general directorate of health. In practice, the customer will have to scan a QR Code in order to access the premises with the TousAntiCovid application. “The only information recorded in an encrypted manner is limited to the location, size and type of establishment,” she adds. In the event that an individual turns out to be in contact, the application will notify people who have shared the same place over a two-hour time slot.
Separate notifications based on risk
Two types of notification stand out. Orange indicates that “at least one contagious and positive person was in the same place and declared himself in the application. The instructions are then to go get tested immediately, limit contact and monitor symptoms, ”says Coralie Giese. In the event of a notification following the detection of a cluster, the notification takes the form of a red alert, with the “instruction to isolate yourself and be tested immediately.” A cluster corresponds to a situation where at least three people who have become positive have visited the same place during the period when they are likely to have been infected ”.
For anyone who does not have a phone with them and wishes to go to one of the places mentioned – restaurants, bars, sports halls – the establishments must make available a paper format of this reminder book. In this case, it is the health insurance and the regional health agencies which will contact the person if necessary. However, if the customer does not want to respect the digital or paper registration, he will be denied his right of entry.
The objective is not to be traced or identified but to be informed in the event of exposure to the virus, notes the application’s project manager. In the event of an alert, “it is impossible to know the place where we had a covid contact”. Recommended for places where people stay more than 15 minutes, with a high risk of transmission, this function could be extended to other places such as casinos.
It is also specified that “the scanned QR Codes are stored in the telephone locally. The application does not in any way use the location of users ”. Validated by the CNIL and by decree n ° 2021-157 of February 12, 2021, this digital reminder book is in theory secure since all data is stored locally.
